I'd just MC edit Mars and cover the surface with a water source block, then open it up and let the water blocks update.

Well, with the new water physics, making an ocean is relatively easy given you have a decent inventory of buckets.
Seriously, Doc77's base flood, anyone? 2 rows of water placed perpendicular, update one at the origin, and BAM instant ocean.
