Install failure

I got galacticraft core and Micdoodle8 core and put them both in the mods folder but when I run minecraft there is no "Load Basic Components"

I've found that if you've checked the box once in the new minecraft it somehow remembers it. If you've installed IC2 or thermal expansion it assumes basic components are off. The only way to change this as this point is to change the load basic components value to true in the core.conf file under config\Galacticraft.
