When you remove the blocks under a launch pad, the launch pad is still there. You can place and use a rocket on it.

I think Optifine is causing it. Try without it...

No, the Newest version has no issues with forge anymore

Ok so I can us optifine know cause it made pipes and some other stuff not work for me in some off the earlier updates.
