I've got an idea on how gas Giants like Jupiter, saturn and neptune might work.
You start at the world height limit with gas (surrounding air) you could fall through pretty easily. Then for example at layer 128, gas becomes more dense. Layer 64 even more dense and so forth.
I say 'gas' because it wouldn't be the same as the unbreathable air on the moon or mars. It would be a bit like the clouds in the Aether. They break/slow down your fall until you fall through. Exept on these planets you'd eventually hit a rocky/solid gas bottom where you can walk around normally with maybe a 1.5x or 2x gravity increase. This layer would maybe located at level..... 32?
(You'd need to wear something that wouldn't squish you from the dense atmosphere though..)
