If you didn't get it working yet try what MasterOanarch said or try deleting the config file of anything with universal electricity or galacticraft

forge in stalled correctly i tried other mods such as nei it worked perfectly i try galacticraft and it wont even start

fixed my virus protection was not allowing it to work
