when he adds a new plannet that he thinks requires a tier higher than 2.
My guess is that it will be used to reach planners outside of the asteroid belt. @mcdoodle8 has not said anything about it.
I don't know, I think it would be logical to work your way out, starting at mercury. People have been requesting Jupiter allot though...
