I though it would be cool that on the lower gravity planets blocks effected by gravity like sand would float up and disappear at a certain height or it does this when someone stands on it. i actually thought of this before i heard of galacticraft i thought it would be cool for a mod on the moon or other planets

I don't think this is possible without changing Vanilla Classes.

Good luck doing that without editing Base classes, which would make this mod incompatible with a good portion of all other mods. Perhaps he could add a special moon-only sand (Moon Sand? lol).

Well moon dust doesn't really float away. As long as there's gravity, the sand would not just float away.
