In both Creative and Survival mode (though only tested for while at the Space Station), when an Unfueled Tier 2 Rocket is receiving fuel it's rocket begins to fire. If there is no fuel in the Fuel Loader, an unfueled rocket will not do this, only when it is receiving/has received fuel. This ONLY occurs on T2 rockets as a T1 will not shoot out fire.
I debated whether this was an intended feature since the flames did seem to "sputter", and I suppose that is fine if that's the case (rending this report moot of course). Decided to err on the side of caution though.
