In version 0.0.17 there is implemented a bit of UE and I ask when there will be any block that should use that mod, UE must be installed ?

I don't think it will ever be UE dependant, just compatible with some functions in case it is installed.

Like what Flash said, it'll probably be something along the lines of some bonus things if you have both installed, and no harm will be done if you have neither.
