Thermal padding and thermal cloth aren't in here I tried making it but nothing happens like it not part of the modpack.

Do you have the latest update of galacticraft ? Thermal cloth is crafted with 1 redstone dust circled with 4 wools.

You said modpack so you should be talking to the mod pack author and see how he gated it.
